![]() Bulgarian Regulator Licensed State-Owned Company as Power Exchange Operator Despite the voluntary dropping out of the Electricity System Operator of the selection procedure, the freshly unbundled network operator will sign a contract with Bulgarian Independent Power Exchange EAD, providing all the needed assets, including “skilled staff and software” for its future role of power exchange operator
Following public debate on March 21, Bulgaria’s State Energy and Water Regulatory Commission (SEWRC) decided during a closed meeting on March 31 to issue a 10-year license for organizing Bulgaria’s planned power exchange to Bulgarian Independent Power Exchange EAD, a subsidiary of the state-owned Bulgarian Energy Holding EAD. On the same day the regulator also voted to deny the rather obscure privately owned Bulgarian Power Exchange AD a license for this activity. State-owned transmission network operator ESO has earlier withdrawn from the licensing procedure, despite the fact that state-sanctioned Rules for electricity trading stated that ESO was the company entitled to this role. This left the path open for the other two players to put forward their applications. Despite the voluntary dropping out of ESO, the freshly unbundled network operator will sign a contract with Bulgarian Independent Power Exchange EAD, providing all the needed assets, including “skilled staff and software” for its future role of power exchange operator, the regulator stipulated in a recent report.
