Bulgarian Power Exchange AD Applies for Manager of the Future Energy Market
Alleged foreign partners Terna S.p.A, Edison S.p.A. and EPEX SPOT deny involvment

Bulgarian Power Exchange AD (BPE) is the company which applied before the State Energy and Water Regulatory Commission (SEWRC) for obtaining a license to organise the future electricity exchange in Bulgaria. Earlier the regulator’s chairman Angela Toneva declined to comment the name of the only applicant following the withdrawal of state-owned transmission system operator ESO, Monitor Daily wrote, citing information from BPE itself.

BPE applied on November 1, 2013. According to the information published by Monitor Daily, among the founders of BPE are the rather obscure Chamber of Construction and Energy (not to be confused with the Bulgarian Construction Chamber), PVB Bulgaria (a subsidiary of Italian company PVB), the European power exchange EPEX SPOT, Italian electricity system operator Terna S.p.A. and Italian electricity and gas company Edison S.p.A.

 

Foreign “partners” deny involvment

Following a query by Publics.bg from EPEX SPOT said in an e-mail they cannot confirm their alleged involvement in the endeavor.

“We cannot confirm the claim that EPEX SPOT would participate in the creation of a company called Bulgarian Power Exchange (Българска енергийна борса АД). EPEX SPOT has neither endorsed nor supported their activities. So, the alleged involvement is not true”, the statement from November 7 read.

Italy’s Terna S.p.A also dismissed its alleged support of Bulgarian Power Exchange AD, stating in an e-mail that “it is not involved” in it.

The other supposed Italian supporter of BPE AD - Edison S.p.A.,  did not respond to our query, but according to Capital Daily, Asia Gekova, representative of the company for Bulgaria, explained that “Edison supports European power exchanges and all other instruments that help improve the power market”. 

“In this case, however, we do not have anything to do with this newly established company”, Gekova stated, as quoted by Capital.

 

Founding participants

The only known member of the Chamber of Construction and Energy (Камара на строителите и енергетиците), which is said to have 21-percent share in Bulgarian Power Exchange, is Bulgarian engineering company Energoremont-Holding AD.

PVB Bulgaria is part of a joint venture with Svoge municipality in the development of the Bulgarian hydropower complex “Middle Iskar” consisting of several micro dams with power capacity of up to 10MW.

 

The new company

Bulgarian Power Exchane AD was established on the 10th of May, 2013, just two days before the parliamentary elections, won by the Bulgarian Socialist Party following a scandal with marked bulletins discovered in a print house allegedly related to rivaling party GERB.

The management of BPE consists of Energoremont-Holding AD, represented by Stamen Stoev who is also board member of Energoremont’s subsidiary Techenergo; the other members being Borislav Lazarov, Ivan Zhekov, Borislav Stoianov and Yordanka Todorova.

Asen Babanski, Damian Yordanov and Plamena Dobreva sum up the supervisory board of the BPE. According to the Bulgarian commercial registry Asen Babanski is partner, along with Areskom, in the consultancy company BRD Ltd., which was collateral for securing a BGN 2 m loan from Bulgarian private Corporate Commercial Bank.
