Strict Regime Proposed for Trade and Disposal of Metal Waste
It is envisaged that storage sites and pre-treatment of waste metal to be moved out of residential areas

Commercial activities with ferrous and nonferrous metals will be available only if certificates of origin and a written agreement are present. This applies to all shapes and sizes, including electric cables, components of railway wagons and locomotives, rails, security systems and parts for them, road signs, guardrails, metal covers of manholes, parts of street lighting or irrigation systems and metal-containing monuments. Individuals are not allowed to sell ferrous and nonferrous metals that are not of domestic character.

These are some of the changes to the Law for Waste Management proposed by the government, which aim to curb the trend of increasing in number and impact thefts of ferrous and nonferrous metals.

It is envisaged that storage sites and pre-treatment of waste cans, discarded electrical and electronic equipment, spent batteries and vehicles to be moved out of residential areas to specially determined storages.

These sites will be subject to 24-hour surveillance.

Penalties for theft of metals will increase dramatically with the proposed changes to the Penal Code. For trade of metal waste without a license or in violation to the license the project law foresees five years of imprisonment and a fine of EUR 5000 to100 000.

Official police statistics recorded outbreak of thefts of ferrous and nonferrous metals in recent years. In September 2010 two children were seriously injured because of exposed cables as a result of a theft. In the last days of December dismantled elements from a high voltage pylon left Northern Bulgaria without electricity for several hours. Initial data estimates the cost of this incident to exceed BGN 70 000.
