The construction of buildings with more than 200 parking spaces will be accompanied by a transport assessment
The new requirement will also apply to upgrading existing buildings

  • The survey of the street network will be taken into account when approving investment projects.

Public and private buildings with more than 200 parking and garage stations will be required to carry out a transport assessment to find wether it will have an impact on the street network and the urban environment from the traffic generated for their construction. This is provided in the draft Ordinance to amend and supplement the Ordinance on Planning and Design of the Communication and Transport System of Urban Areas, published for public discussion by the Ministry of Regional Development and Public Works, reported the department. The aim is to investigate the additional load on the street network and the urban environment from the traffic that will be attracted in a given area from the construction of new sites for which more than 200 parking spaces are envisaged. Except for new ones, the obligation will also apply to upgrading, redevelopment and redevelopment of existing buildings, which would result in more than 200 parking spaces and will significantly burden the street network and the urban environment.

The ordinance aims to regulate the comfort of citizens by introducing a mechanism for pre-transport exploration which will be taken into account by the authority competent to approve the investment project. Municipal councils in municipalities will be able to develop requirements to determine the scope and content of the survey for new sites with more than 200 parking and garage stations.
The procedures for the coordination and approval of investment projects and the issuance of construction permits which have commenced before the entry into force of this Ordinance shall be completed according to the provisions of this Ordinance. The procedure for conciliation and approval of an investment project and issuance of a building permit shall be considered as the submission of the investment project for coordination and approval by the competent authority.
The Ordinance and its Motives are published on the website of the Ministry of Regional Development and Public Works and in the Public Consultation Portal. Interested parties may express their views within 14 days.
