Bulgarian thermal power plants which could not respond fast enough or at all in accordance with their cold reserve contracts during the January-February cold spell have been fined with a total of BGN 3.6 m (about EUR 1.8 m). Out of these, NGN 3.5 m were for incompliance during January, and BGN 100,000 – for February, Bulgarian Energy Holding (BEH) CEo petyo Ivanov told Utilities magazine in an interview.

Three out of six TPPs contracted for cold reserve services during the 2016/2017 could not respond due to various reasons – freezing of coal, freezing of the Danube River which supplies cooling water, and repeating technical failures. The power stations in question are Bobov Dol TPP, Toplofikatsia Rousse and Maritsa 3 TPP. Their unresponsiveness contributed to an aggravated situation, with the Ministry of Energy having been forced to stop power exports.
