Yesterday a publication of Reuters cited the German government’s decision from this week for a draft plan to ease access to gas pipeline grids. The measure aims to stimulate market transparency and cut prices for consumers, the German Economy Ministry said. "I expect more movement in the German gas market from the new grid access law and its main stipulations," said Economy Minister Rainer Bruederle, cited by Reuters. "This is an important step towards making energy markets more transparent and more open," he said in a statement.
With the help of the new directive, shippers will be able to navigate market zones more easily without having to agree many different contracts with companies controlling the pipelines, the Reuters publication says. Currently there are six such zones but the law wants the number cut to two by 2013. The law also envisages that new gas-fired power stations will be more easily hooked up to pipeline networks and given three-year reservation rights for bringing their supply to the plant, improving their planning security.
BNE, a group of energy traders and producers independent of Germany's big gas firms such as E.ON Ruhrgas, RWE and Wingas said the new rules were positive for players using sector rivals' grids. Traders hope the law will take effect before the beginning of the new heating period, which starts on October 1.
