The Bulgarian State Energy and Water Regulatory Commission (SEWRC) published on Tuesday a draft price methodology for access and gas transportation via the network of the state operator Bulgartransgaz EAD. According to the draft paper the tariffs would be calculated depending on the entry and exit points for each order. Bulgargaz operates both the the gas transit and transport networks in Bulgaria and fees for both networks would be distance-based. Gas transportation tariffs are currently firmly set according to the quantity of gas transported.
Prices are also to differ according to the type of service provided by Bulgartransgaz – firm capacity (daily, weekly, monthly, quarterly or yearly), interruptible capacity and backhaul or virtual capacity.
“The methodology will guarantee that prices will be non-discriminatory for all system users. The prices will be set in Bulgarian levs (BGN) per megawatthour”, the Commission explained in an e-mailed statement Tuesday. The regulator also said that a compensation method for fair distribution of income from the entry and exit points would be applied.
The introduction of a new gas transport network access prices methodology comes two years after Bulgartransgaz presented a similar distance-based price structure which would eventually allow for the introduction of a day-ahead gas deals in Bulgaria.
