Changes made to the Water Act mean that the current regulatory period has been extended with two more years until December 31, 2015 compelling utilities to revise their current business plans, instead of making new ones

Bulgaria’s State Energy and Water Regulatory Commission (SEWRC) decided on a closed session on December 12 to recall the business plans submitted by water utilities in the country for the regulator’s approval. A total of 56 utilities have submitted their business plans for 2014 – 2018.
The regulatory commission explained its decision with legislative changes voted by the parliament November 15. According to the changes made to the Water Act the current regulatory period has been extended with two more years until December 31, 2015. Thus, the business plans of water utilities accepted five years ago should apply over the next two years as well.
Water utilities could appeal the decision within a 14-days period. Following the recall of their new business plans, the regulator issued a statement that all water utilities should revise their current business plans in accordance with the extended regulatory period. Utilities are allowed to request water price re-negotiation. Despite this fact, the extended regulatory period could hamper the utilities' plans to announce broader investment plans, which in return would mean a steeper increase of water prices over the next years.
