After nine months of being put on hold, the tender procedure for a toll system in Bulgaria has been restarted on December 29, only to be cancelled a day later due to formal complaints. Offers were to be received by candidates by January 5.
Following a public outcry from politicians, including President-elect Rumen Radev, Bulgarian Road Infrastructure Agency (RIA) stressed in a press release on Tuesday that it is not a new procedure, but rather a renewal of the existing one which was first started on April 5, 2016.
The tender procedure has been stopped at several occasions, following multiple complaints. Nevertheless both the Competition protection Commission (CPC) and the Supreme Administrative Court (SAC) have dismissed all motives for the tender procedure’s cancellation as unfounded. Bothe institutions decided in favour of restarting the procedure on December 29, 2016.
The road agency said that the expected amount of the tender is BGN 200 m (about EUR 100 m), but that the toll system’s implementation is to be entirely financed by the future contractor.
In its press release the agency also said that the current BGN 300 m per year which the state gathers for road infrastructure maintenance via vignette sales are highly insufficient. At least another BGN 600 m per year is needed in order to guarantee adequate and sustainable maintenance, the press release read.
