Bulgarian Energy Bill Set to Divide Energy, Water Regulation
NGOs operating in the energy and water sectors will be allowed to nominate commission members and take their proposals to the MPs

The members of Bulgaria’s State Energy and Water Regulatory Commission, which is to shed the “State” from its name, will be chosen by the Parliament and not by the Council of Ministers, as is the current situation. A planned amendment to Bulgaria’s Energy Act sets a number of changes in the functioning of the energy and water watchdog in order to guarantee its independence following criticism stemming from “different sources – civil, parliamentary and political”, according to a document containing the motives for the amendment.

Thus the Energy Act should guarantee that commission “will not be looking for or accepting any direct instructions from the government or any other public or private entity”, the document stipulates. Furthermore, the commission will be divided in two separate staffs, with three commissionaires dedicated to energy and two – to water sector issues. The chairperson of the commission will take part in both staff meetings. 

What is more, NGOs operating in the energy and water sectors will be allowed to nominate commission members and take their proposals to the MPs.
