Bulgaria’s Ministry of Economy and Energy is about to start active talks with representatives of the renewable energy industry and the management of the two so called “American TPPs” – AES-3C Maritsa East 1 and ContourGlobal Maritsa East 3. The aim is to forge a better power pricing model for both the state and the private sector, interim economy and energy minister Vasil Shtonov said in an interview for Bulgarian newspaper 24 Chasa.
“The law did not impose enough restrictions on renewable energy units installing, but there is no turning back. They [renewable energy producers] know that the situation cannot be tolerated anymore, because there are no financial reserves in the energy sector”, Shtonov stated, relating to a recent regulatory proposal for cutting feed-in tariffs and power quantities. Bulgaria’s State Energy and Water Regulatory Commission (SEWRC) urged the European Commission to approve downward modifications to the PPAs with AES and ContourGlobal and an annual quota for renewable enrgy.
Shtonov however said he would not dismiss the positive effects of renewable energy such as less pollution and transmission losses, as well as system balancing during daytime peak hours.
The current deficit in the power system of BGN 3 billion (about EUR 1.5 billion) could not be diminished in a month or two, thus prompting for a gradual electricity price increase plan which should be followed by the governments to come, minister Shtonov explained.
