Bulgarian Regulator Postponed Once More Decision on CEZ, EVN, Energo-Pro Licenses Revocation

Bulgaria’s State Energy and Water Regulatory Commission (SEWRC) once more postponed the announcement of a final decision on a procedure for cancelling the electricity distribution and supply licenses of utilities managed by CEZ, EVN and Enrgo-Pro. Following a public debate on Monday, the energy watchdog’s chairman Boyan Boev announced that the three utilities should get acquainted with evidence presented by the National Electricity Company (NEC) and submit their own until May 12, 2014. Mutual debts and withheld payments for electricity between NEC and the three electricity suppliers were the reason for the license revocation procedure.

Representatives of CEZ, EVN and Energo-Pro repeated their statements from the previous meetings with the regulator, calling for the procedure to be suspended, as the motives for its launch lacked legal ground. Meanwhile CEZ and EVN have started negotiations with NEC on the matter it emerged. Boyan Boev, chairperson of the regulator however, declined to determine whether the commission will suspend the procedure, if a mutual agreement is reached before May 12.

“It is a procedure determined by the state commission, this is not civil court”, Boev commented.

The head of the energy regulator also declined to comment on whether electricity process will go up as of July 1. It emerged that all parties involved in the energy production-supply-sale chain have requested higher prices, but SEWRC is to announce its decision on prices for the next period no earlier than end-May. A new compensation method for buying renewable energy is also to be announced with the new electricity prices, Boev said, so that similar conflicts could be avoided in the future.
