New State-Owned Company to Monitor Bulgaria’s Electricity Grid Loads
Given that balancing the system is now obligation of ESO, it is yet unclear how Electricity System Operator and EOMIT will share their grid monitoring activities

A new state-owned company with rather obscure tasks has been entitled to “measure the electricity system loads and excess energy in Bulgaria”. According to Capital daily, which cites the Commercial Register of Bulgaria, the new entity was established on September 19 under the name “Energy Operator for Measuring and Information Technologies” EAD (EOMIT). The company will be part of the structure of the Bulgarian Energy Holding (BEH), regrouping some of the most powerful state energy companies such as Kozloduy nuclear station, Maritsa East 2 TPP and the National Electricity Company. The company succeeded the inactive “South Link” company meant to deal with the construction of gas interconnectors with Turkey, Greece, Serbia and Romania.

Ioakim Tanev, ex IT and system integration department chief at BEH, was appointed as representative of EOMIT. 

Tasks of the new company 

However, it is yet unclear what obligations will be delegated to the new company. According to its registration at the Commercial register EOMIT will monitor the electricity parameters, maintain measuring equipment, process customer information and prepare grid load schedules. The news is especially relevant to renewable energy producers who will soon have to balance their energy production. Renewables have been blamed for perturbing the balance of the electricity system with often quick spikes on sunny and windy days. During the record-low energy consumption spring months this year, the system operator ESO imposed production restrictions on PV installations and even thermal stations and Kozloduy NPP.

The media also speculated that EOMIT would most likely join the balancing group of NEK, once the planned Bulgarian electricity exchange starts operating.

 

Sharing activities with the electricity system operator

Given that balancing the system is now obligation of ESO, it is yet unclear how ESO and EOMIT will share their grid monitoring activities. The establishment of EOMIT also raises the question of its integration within BEH, while the current system operator is being unbundled, albeit with much delay.

Earlier this week it emerged that ESO has withdrawn its application for managing the future Bulgarian electricity exchange, planned to kick off in 2014. The grid operator had applied in May 2013, without any reply from the State Energy and Water Regulatory Commission (SEWRC) until currently, Reuters reported.

The regulator explained the stalling procedure with ESO’s fail to provide requested information following its application. According to Elenko Bozhkov from SEWRC, ESO’s withdrawal should not be considered problematic, as its place could be taken over by “any public or private company which complies with the requirements for this position”.

“This, however, will most likely lead to a delay in the launch of the electricity exchange”, Bozhkov explained, as quoted by BNR.
