Road Tolls to Be Introduced
The time-base vignette fees can only provide incomes for the current maintenance and are regarded by the EC as a transitory tool

The Council of Ministers has approved a proposal for the introduction of road-toll collecting system. It will allow to charge drivers depending on distance travelled, form the press office of the government announced.

The proposal came because of the practice already in action in the EU to collect fees depending on the distance of the itinerary, which is considered to be less discriminative than the other types of fees. The new toll system will have the option to change the fee’s amount according to the pollution emitted by the vehicle. It would also be a platform for the implementation of other intelligent transport and traffic control systems.

The income from the tolls might be used for covering the expenses for the exploitation, maintenance and development of the infrastructure. The time-base vignette fees can only provide incomes for the current maintenance and are regarded by the EC as a transitory tool.

The road-tolls have already been approved and included in the law, but due to a lacking electronic system they have not been implemented yet.

The government has delegated to the minister of regional development the organization of a tender procedure for consultancy, which would choose the most suitable toll-system for Bulgaria.
