The engineering consultant candidates for the Gas Interconnector Greece-Bulgaria must prove at least €25 mln turnover for the last three years. The tender was announced by the project company ICGB at the end of last week. The estimated value of the contract is €8.45 million and the deadline for submission of offers or applications is 17:30 on 19 December, as indicated in the tender documentation.

Besides that, the applicants must prove the execution and successful completion of the following activities over the last 10 years: project management services and construction supervision, developing detailed design and/or assessment of a detailed design for pipeline projects. The execution of the abovementioned activities could be in different projects, which must be related to building natural gas pipelines with length of at least 50 km and diameter of the main pipe not less than 24”, and project budget not less than €70 mln.

The task of the engineering consultant will be to facilitate ICGB’s realisation of the project until the pipeline is put into service, as well as staff training and managing all project related suppliers of materials and services, e.g. the supplier of linear pipes.

The necessary services will be conducted in two stages: Stage 1 – services during the procedure for contractor selection before constructions starts and Stage 2 – services during the construction of the project. Stage 1 will be carried out in the territory of Bulgaria and Stage 2 will be executed in territory of the two states, the notice indicates.

IGB pipeline’s diameter will be DN800 (32”) with total length of 182 km. The amount of capital expenditures in Bulgarian territory are estimated to be €239 mln, including equipment and pipes delivery costs.

Until the end of this year ICGB will announce more key public procurement procedures, guaranteeing the start of the construction works – for supplying pipes and for design, supply and construction, the company said. It also reminded that the European Commission has granted the IGB project a co-financing of €45 mln under the European Energy Program for Recovery.

The IGB project has a status of Project of Common Interest pursuant to Regulation 347/2013 and it is also designated as a project prioritised for completion within the CESEC initiative for gas connectivity in Southeastern and Central Europe. In this context, the European Investment Bank and other international creditors have expressed active interest in financing the project, including through mechanisms within the new European Fund for Strategic Investments (EFSI), the company added.
