Two thirds of EU countries could face European Commission legal action and possible fines for failing to translate the EU Energy Efficiency Directive (2012/27/EU) into national law. 19 member states have missed the deadline by more than nine months, despite the rigorous enforcement of existing efficiency laws being part of the flagship Energy Union project, which debuted on February 25. Proceedings against Greece, Portugal and Slovenia for failure to fully implement the Energy Efficiency Directive have begun last month. In November, Bulgaria and Hungary were asked by the executive to fully transpose the rules, one of the steps before stronger legal action. Bulgaria’s parliamentary commission however, perhaps pushed by eagerness to avoid scrutiny and sanctions, finally adopted the last parts of the Directive 2012/27/EU into te the Energy Efficiency Act on March 26. EU officials told EurActiv that only nine nations had declared they had transposed the directive onto their national lawbooks. 16 have not fully transposed it, and three have made absolutely no progress, the source said. Italy, Malta, Cyprus and Sweden are said to be the only four countries which respected the June 5, 2014, deadline.
